The Regulations for the Awards Committee of the Robotics Society of Japan

Chapter 1: General Provisions

Article 1 (Establishment)
The Awards Committee shall be established in accordance with Article 42 of the Articles of Incorporation of this Society.

Article 2 (Purpose and Business)
As the related business set forth in Paragraph (4) of Article 5 of the Articles of Incorporation of this Society, the Awards Committee (hereinafter referred to as the "Committee") shall perform the following with the purpose of giving awards to the persons achieving impressive performances:

(1) Examination and improvement relating to the award system;

(2) Review of the comprehensive policy relating to the awards of each year;

(3) The provision of information from the Editorial Committee for the Journal and the European Language Journal Committee to each selection subcommittee and information sharing between each selection subcommittee; and

(4) Other matters related to the award business.

Article 3 (Committee Chairperson and Committee Vice-chairperson)
The Committee shall have one (1) Committee chairperson and one (1) Committee vice-chairperson. The Vice-Presidents shall in principle be the Committee chairperson and the Committee vice-chairperson and the President shall delegate the duties upon the resolution of the Board of Directors in accordance with Article 42 of the Articles of Incorporation of this Society.

Article 4 (Committee Members and Managers)
Each Director in charge of Publication of Japanese Journal, the Publication of International Journal, Academic Activity and Planning shall be the Committee members. Additionally, the Committee may have a few managers. The Director in charge of Planning shall in principle be the Manager and the Committee chairperson shall delegate duties.

Article 5 (Type of Awards)
The type of awards shall be as follows:
(1) Best Paper Award
(2) Technical Innovation Award
(3) Young Investigator Excellence Award
(4) Robots and Society Award
(5) Distinguished Service Award
(6) Other awards specially determined by the Board of Directors.

Article 6 (Establishment of Selection Subcommittee)
In order to select the nominees of each award set forth in the preceding Article, this Society shall establish a selection subcommittee for each award and a subcommittee chairperson for each subcommittee.

Article 7 (Determination of Award Winner)
Each award winner shall be determined by a resolution of the Board of Directors based on the report of the chairperson of the selection subcommittee set forth in the preceding Article.

Article 8 (Announcement of Award)
If the award set forth in the preceding Article is presented, the name of award winner, content of achievements, etc. shall be announced in the Journal of RSJ to be published immediately after the award is granted in principle.

Chapter 2: Best Paper Award

Article 9 (Purpose of Award)
The purpose of the Best Paper Award shall be to encourage the contribution to the development of the fields of this Society and the Best Paper Award shall be presented to the author, who is a member of this Society, of the paper selected as the most excellent, and published in the Journal of RSJ.

Article 10 (Number of Awarded Performances)
The number of the papers to be awarded shall be no more than four (4) per year. However, this may be changed according to the circumstances.

Article 11 (Subject of Selection)
The papers that are the subject of the selection shall be the full papers, academic/technical papers, commentary papers, short papers and discussions published in the Journal of RSJ and the full papers, short papers and reviews published in Advanced Robotics, issued from January of the year before the preceding year of the award to December of the preceding year of the award.

Article 12 (Details of Award)
The Best Paper Award shall be a testimonial and a prize medal.

Article 13 (Limitation of Award)
Awards shall not be given to an author who is a winner in the same year. Additionally, the awards shall not be given to an author who is the winner in the current year in the subsequent year and the year thereafter.

Article 14 (Handling of Authors)
If the paper to be awarded is co-authored, all authors who are the members of this Society shall be awarded. However, if the same author is again awarded in the same year, only the testimonial is presented and the giving of the prize medal is limited to only once.

Chapter 3: Technical Innovation Award

Article 15 (Purpose of Award)
The purpose of the Technical Innovation Award is to promote the automation of industries, the direct use of research and development achievements in robot technology for the improvement of social activities and the facilitation of the contribution of robot technology to society. The Technical Innovation Award shall be awarded to the persons developing excellent practical application technology of robots.

Article 16 (Number of Awarded Performances)
The number of technologies to be awarded shall be no more than three (3) per year. However, this may be changed according to the circumstances.

Article 17 (Subject of Selection)
The subject practical application technology for the Technical Innovation Award shall be the technology submitted in response to the open offering of the award for the year announced in the Journal of RSJ and the technology that became subject to reexamination for the current year in the selection subcommittee in the preceding year and that was resubmitted in the current year.

Article 18 (Qualification of Applicant)
If the applicant is an individual, the applicant shall be a regular member or student member of this Society and if the applicant is a group, the representative shall be a regular member or a student member.

Article 19 (Details of Award)
The Technical Innovation Award shall be a testimonial and a prize medal.

Article 20 (Limitation of Award)
The award shall not be given to a winner in the same year and shall not be given to a winner of the current year in the subsequent year and the year thereafter.
2. The number of individuals who receive an award for one practical application technology shall be no more than ten (10) persons; however, one (1) organization shall have no more than five (5) persons. An organization shall be a corporation or a unit with the same effect as a corporation.

Article 21 (Handling of Joint Proposers)
If the practical application technology to be awarded is performed by individuals, the testimonials are to be awarded to all the individuals and the prize medal shall be awarded to the representative. If the practical application technology is performed by an organization or organizations, the testimonials shall be awarded to all the individuals and the prize medals shall be awarded only to the representative of each organization (such representative may be more than one person).

Chapter 4: Young Investigator Excellence Award

Article 22 (Purpose of Award)
The purpose of the Young Investigator Excellence Award shall be to facilitate the representation of research and to actively foster young researchers. The Young Investigator Excellence Award shall be awarded to the young researchers and engineers who have performed excellent research representations.

Article 23 (Number of Award Winners)
The number of award winners shall be no more than ten (10) persons. However, this may be changed according to the circumstances.

Article 24 (Subject of Selection)
The subject of selection shall be the presentations and lectures performed in the year before the year of the award at the Annual Conferences of this Society or robotics symposia (hereinafter referred to as the "Subject Lecture Presentations").

Article 25 (Qualifications of Applicant)
The persons qualified for the application shall be the following:
(1) The applicant shall be a regular member or student member of this Society in the awarding year. The "awarding year" means the year of the presentation and the year of the completion of the selection.
(2) The age of the applicant shall be below 35 years on January 1 of the year of the presentation.
(3) The applicant shall be the person who applied for the registered participants of the Young Investigator Excellence Award at the time of the application of the Subject Lecture Presentation and who performed the presentation.
(4) The applicant shall be a person who has never received the Young Investigator Excellence Award.

Article 26 (Details of Award)
The Young Investigator Excellence Award shall be a testimonial and a prize medal.

Chapter 5: Robots and Society Award

Article 27 (Purpose of Award)
The Robots and Society Award is given to the persons (individuals or organizations) who have made significant contributions through activities or proactive publication of knowledge for the realization of "robot-friendly society" in the future, where robots and robotics are utilized in every activity of human beings, by promoting and facilitating robots and robotics in society through various forms or by innovating society and achieving strong development.

Article 28 (Number of Awarded Contributions)
The number of contributions to be awarded shall be no more than two (2) per year. However, this may be changed according to the circumstances.

Article 29 (Subject of Selection)
The subject for the Robots and Society Award shall be those submitted or recommended in response to the open offering of the award for the year, those recommended by the selection subcommittee based on investigation in the year, and those that became subject to reexamination for the current year in the selection subcommittee in the preceding year.

Article 30 (Qualifications of Applicant)
The winner shall be individuals or organizations. It is not required for the winner to be a member of this Society. An organization shall be a corporation or a unit with the same effect as a corporation.

Article 31 (Details of Award)
The Robots and Society Award shall be a testimonial and a prize medal.

Article 32 (Limitation of Award)
The awards shall not be given to a winner in the same year and shall not be given to a winner of the current year in the subsequent year and the year thereafter. When the same individual or organization is awarded for more than one contribution in the same year, only testimonials shall be awarded more than once and prize medals shall be awarded only once.
2. The total number of individuals or organizations receiving an award for one contribution shall be no more than ten (10).

Article 33 (Handling of Joint Proposers)
If the contribution to be awarded is performed by individuals, the testimonials are to be awarded to all the individuals and the prize medal shall be awarded to the representative. If the contribution is performed by an organization or organizations, the testimonials and the prize medals shall be awarded only to the representative of each organization. However, the provision of the Paragraph 2 of the preceding Article shall be followed.

Chapter 6: Distinguished Service Award

Article 34 (Purpose of Award)
The purpose of the Distinguished Service Award is to encourage the contribution to the management and activities of this Society and to reciprocate and reward the individuals who have achieved significant and substantial contribution thereto.

Article 35 (Number of Award Winners)
The number of award winners shall be no more than three (3) persons per year. However, this may be changed according to the circumstances.

Article 36 (Subject of Selection)
The subject for the Distinguished Service Award shall be those recommended by persons qualified for recommendation in the awarding year and those that became subject to reexamination for the current year in the selection subcommittee in the preceding year. In this Chapter, the "awarding year" means the year of the completion of the selection of the award and the year of the award's presentation.

Article 37 (Qualifications of Recommender)
The recommender shall have the experience as the honorary member, fellow, executive, or councilor of this Society in the year of recommendation, in the last year or in the year prior to the last year.
2. The recommender shall not be the same person as the nominee.

Article 38 (Qualifications of Winner)
The winner shall be a regular member, student member, or staff of this Society in the year of recommendation and in the awarding year and shall not be an executive of this Society in the awarding year.
2. Notwithstanding the preceding Paragraph, if there is any special circumstance, a person may be qualified as a winner through a resolution of the Board of Directors.

Article 39 (Details of Award)
The Distinguished Service Award shall be a testimonial and a prize medal.

Article 40 (Limitation of Award)
The Distinguished Service Award shall not be given in the subsequent year and the year thereafter to a person who is the winner in the current year.

Chapter 7: Selection Committee for each Award

Article 41 (Type of Selection Subcommittee)
The selection subcommittees for each award in accordance with Article 6 shall be six (6) committees: the Best Paper Award Selection Subcommittee, the Technical Innovation Award Selection Subcommittee, the Young Investigator Excellence Award Selection Subcommittee, the Robots and Society Award Selection Subcommittee, the Distinguished Service Award Selection Subcommittee, and the External Award Selection Subcommittee.

Article 42 (Subcommittee Chairperson of the Selection Subcommittee)
In principle, the committee chairperson of each selection subcommittee set forth in the preceding Article shall be as follows:
(1) Best Paper Award Selection Subcommittee: Vice-President
(2) Technical Innovation Award Selection Subcommittee: a Vice-President who is not in charge of the Best Paper Award
(3) Young Investigator Excellence Award Selection Subcommittee: Vice-President
(4) Robots and Society Award Selection Subcommittee: Vice-President
(5) Distinguished Service Award Selection Subcommittee: Vice-President
(6) External Award Selection Subcommittee: Vice-President.

Article 43 (Delegation of Duties to Subcommittee Members)
The President shall delegate the duties to members of each subcommittee set forth in Article 42 upon the recommendation of each selection subcommittee chairperson. In principle, the term of office of the subcommittee members shall be two (2) years.

Article 44 (Managers of Selection Subcommittee)
Each selection subcommittee set forth in Article 42 shall have a manager and an assistant manager. In principle, the term of the managers shall be two (2) years.
2. In principle, the manager shall be as follows. However, according to circumstances, this may be changed.
(1) Best Paper Award Selection Subcommittee
The Directors in charge of Publication of Japanese Journal and Publication of International Journal shall be the manager and assistant manager. The posts of the manager and assistant manager shall be rotated every year by the Directors in charge of Publication of Japanese Journal and Publication of International Journal.
(2) Technical Innovation Award Selection Subcommittee
The Directors in charge of Publication of International Journal and Publication of Japanese Journal shall be the manager and assistant manager. The posts of the manager and assistant manager shall be rotated every year by the Directors in charge of Publication of International Journal and Publication of Japanese Journal.
(3) Young Investigator Excellence Award Selection Subcommittee
Two of the Directors in charge of Academic Activity shall be the manager and assistant manager.
(4) Robots and Society Award Selection Subcommittee
The Directors in charge of Planning and Academic Activity shall be the manager and assistant manager. The posts of the manager and assistant manager shall be rotated every year by the Directors in charge of Planning and Academic Activity.
(5) Distinguished Service Award Selection Subcommittee
The two Directors selected by the Board of Directors shall be the manager and assistant manager under the delegation of the President. The assistant manager in the previous year shall be delegated to a post of the manager in the current year.
(6) External Award Selection Subcommittee
Two of the Directors in charge of Planning shall be the manager and assistant manager.
3. The manager shall perform the businesses of the Committee under the instruction of the Committee chairperson.

Article 45 (Standards of Selection)
The selection by each selection subcommittee shall be fairly performed. Subcommittee members having a special interest in a selection shall not be involved in such selection. If the selection subcommittee chairperson is included in the nominees, the President shall delegate duties to another selection subcommittee chairperson elected by the Board of Directors. The selection subcommittee chairperson shall determine the other subcommittee members.
2. In performing the selection, attention shall be paid so that the results shall not show partiality to a specific field, etc. The detailed procedures for selection shall be stipulated by each selection subcommittee.

Article 46 (Report of Results)
When the selection of the nominees of each award is completed in accordance with the procedures set forth in the preceding Article, the selection subcommittee chairperson shall report the results to the President together with the selection summary and other necessary matters.
2. If there are any special circumstances, part of the procedures set forth in the preceding Paragraph may be changed and implemented upon the resolution of the selection subcommittee. However, the selection subcommittee chairperson shall report such situation to the Board of Directors.

Article 47 (Non-disclosure of Process)
Each process of awarding shall not be disclosed. The Directors, selection committee members, and other related persons shall respect this policy.

Article 48 (Dissolution of Selection Subcommittee)
The term of a selection subcommittee for the current year shall expire when each award is presented.

Chapter 8: Awarding

Article 49 (Awarding)
In principle, the Best Paper Award, the Technical Innovation Award, the Young Investigator Excellence Award, the Robots and Society Award, the Distinguished Service Award, and the other awards shall be presented at the time of the Annual Conference.

Chapter 9: Funds

Article 50 (Funds for Awards)
The expenses required for the Best Paper Award, the Technical Innovation Award, the Young Investigator Excellence Award, the Robots and Society Award, the Distinguished Service Award and the other awards shall be allocated from the business accounting.
Supplementary Provisions
1. These Regulations shall be implemented from October 20, 1995.
2. Along with the implementation of these Regulations, the Regulations for the Best Paper Award and Technology Award of the Robotics Society of Japan (revised on October 13, 1992 by the Board of Directors) are abolished.
3. Along with the implementation of these Regulations, the Regulations for the Selection of the Nominees for the Best Paper Award and Technology Award of the Robotics Society of Japan (revised on October 13, 1992 by the Board of Directors) are abolished.
4. These Regulation shall be revised and implemented from December 2, 1996.
5. These Regulations shall be revised and implemented from September 14, 1997.
6. These Regulations shall be revised and implemented from July 12, 2000.
7. These Regulations shall be revised and implemented from September 19, 2002.
8. These Regulations shall be revised and implemented from June 11, 2003.
9. These Regulations shall be revised and implemented from July 15, 2003.
10. These Regulations shall be revised and implemented from April 9, 2004.
11. These Regulations shall be revised and implemented from September 15, 2005.
12. These Regulations shall be revised and implemented from July 12, 2006.
13. These Regulations shall be revised and implemented from February 15, 2007.
14. Along with the implementation of these Regulations, the Regulations for the Awards of the Robotics Society of Japan (revised on July 12, 2006 by the Board of Directors) are abolished.
15. These Regulations shall be revised and implemented from May 15, 2008.
16. These Regulations shall be revised and implemented from June 15, 2008.
